Resource Price Floors Coming Instead of Capped Ceilings?

In rich resource producing nations outside of Africa, there is no doubt in my mind that nations will start selling such resources like uranium, oil, rare earths, and maybe even other precious metals in prices of gold weight as well, at some point perhaps in the not-so-distant future. Why would they do this?
